SEND Governance Structure

The governance structure for Southwark’s SEND Improvement Programme is designed to deliver the priorities of Southwark's SEND strategy (2022–2025).

 

  • Priority 1: Improving provision for complex/multiple needs, including Autism Spectrum Disorder/Condition (ASD/C).
  • Priority 2: Provision of more timely, high-quality identification and provision.
  • Priority 3: Development of greater confidence skills and competencies in all settings.
  • Priority 4: Development of pathways into adulthood for young people with SEND.
  • Priority 5: Build a renewed whole system approach to tackling the challenges affecting all parts of our the partnership delivery to children and families with SEND.

Priority 5 was agreed to be added to the strategy at a SEND Strategic Partnership Board in 2024.

At the outset of the programme, it was agreed that each strategic priority within the strategy would be supported by a dedicated Operational Group. These groups are responsible for overseeing the delivery of key projects and initiatives aligned to their respective priority areas, contributinh to system-wide improvement in outcomes for children and young people with SEND. . To ensure focused delivery, Priority 5 has been split into two distinct operational groups, reflecting the breadth and complexity of the work involved.

As part of our ongoing review and refinement of the SEND Improvement Programme, some Operational Groups have been stood down and their functions devolved into smaller working groups or task-and-finish teams. This approach enables more focused delivery, ensures that the most relevant stakeholders are engaged in the work that directly aligns with their expertise, and promotes more efficient use of time and resources across the partnership.

Groups and forums working on projects that have a specific impact on educational settings are developed collaboratively with representatives from schools.
