SEND Governance Structure

Operational Group 6: Enablers

Purpose

To drive a whole-system approach to improving SEND services by strengthening performance, quality assurance, and data-led decision-making across the partnership. The group supports shared accountability and continuous improvement in practice, including the development of a SEND/Alternative Provision (AP) performance dashboard, improvements to casework management systems, and revisions to key documentation such as the EHCP template. This work contributes to the delivery of the Safety Valve Agreement by enabling more effective oversight, coordination, and service delivery across the SEND system.

Update

While the Enablers Operational Group convened during the last academic year to support a whole-system approach to SEND improvement, it was recognised that the group’s broad objectives and diverse project areas are better progressed through targeted work led by specialist teams. As a result, the group has been stood down, with individual projects now being delivered through more focused collaboration. For example, the Children’s Services Data and Performance Team is leading the development of the SEND/AP dashboard in partnership with education and SEND teams, while improvements to the statutory EHCP process and documentation are being taken forward by the SEND and Inclusion Team within Southwark Council.
