SEND Governance Structure

Operational Group 2: Early Intervention 

Purpose

To develop and embed a universal, multi-agency early intervention offer for families of young children with SEND, ensuring that only the most complex cases are referred for Education, Health and Care (EHC) needs assessment. This supports SEND Strategy Priority 2: Provision of more timely, high-quality identification and provision, and aligns with Safety Valve Agreement Condition 1: Develop and embed a universal, multi-agency offer for families of young children with SEND.

Update

The SEND Early Intervention Operational Group, established in October 2024, has recently undergone a review of its purpose and delivery. Following this review, it was agreed that the group would be stood down. The specific projects previously overseen by the group now require more focused and tailored approaches, involving a broader range of stakeholders, including education settings. The outputs from the projects are regularly reported to the SEND Inclusion, Quality and Improvement and the SEND Partnership Boards.

To support more effective and efficient ways of working, the decision was made to devolve the group’s responsibilities into smaller, task-specific working groups or to integrate them into existing strategic groups. This approach aims to reduce unnecessary meetings while ensuring that key areas of work continue to progress collaboratively and with the right expertise.
